AI research describes the problem of aligning AI to human needs as “the alignment problem”. But alignment problems concern human organizations too. Command and control produces alignment but dramatically increases costs of change and adaptation.
Agile and Lean can reduce those costs at a team level but escalate the problem of alignment to groups of teams. "Scaling" frameworks applied command and control to these groups, but has only succeeded in producing an "Agile" bureaucracy. So the growing Descaling movement offers a new paradigm based on results in game-theory, military "mission command", and the Permaculture principles.
Descaling has become relevant at a team level too due to this year's step-change in AI capabilities, which renders popular team-level Agile models like XP and Scrum largely obsolete.

Who is the speaker?
Peter Merel was credited in the first agile book and created the first agile training games which he ran as a keynote at the first agile conference (XP2K). He has coached transformations at GMAC and Websense in the US, and Insurance Australia Group, Commonwealth Bank Group, and Ray White Realty in Australia.
In 2015 Peter founded the XSCALE Alliance. Gartner recognized him as XSCALE's methodologist in its Market Guide to Enterprise Agility, and XSCALE coaches in a dozen world capitals are bringing it into banks, insurance, health corps, and telcos.

He trains, coaches, and directs (senior) programme, project, and portfolio managers and project sponsors at all levels, and has created several professional PMO communities.
He is an accredited P3O®, PRINCE2®, MSP®, MoP®, PRINCE2 Agile®, AgilePM®, AgilePgM®, and AgileSHIFT® trainer, as well as an SPC4 SAFe® consultant trainer.

Brian Tucker was the first trainer in Europe outside of the Scaled Agile Academy to qualify as a SAFe® Program Consultant Trainer (SPCT) having worked with the framework since its initial inception almost fifteen years ago.
Brian regularly delivers the SAFe Program Consultant training and has delivered it well over a hundred times in the last 9 years; more than anyone else in the world. He has been involved in SAFe implementations at numerous companies across Europe including hybris, PZU, Ford, Nordea, NHS Blood & Transplants, Deutsche Bank, Etihad Airlines, Sony Playstation and LV Insurance.
Brian Tucker is a highly proficient Agile and Scrum coach and trainer with extensive management experience in both corporate and small company situations, backed up with 11 years of software development experience.
Lars Kristian Hansen: Principles in Project Portfolio Management
Project portfolio management (PPM) has since the 1950s offered principles helping us to act in PPM-related situations.
In this study, the author(s) consolidated the knowledge accumulated over seven decades of PPM research.
By reviewing this extensive body of work, they have identified 17 PPM principles grouped into four distinct categories. These principles have significantly shaped how organizations understand PPM.
To facilitate practical implementation, they developed a framework that allows organizations to evaluate their adherence to these 17 PPM principles. This framework serves as a valuable tool for organizations, enabling them to identify areas where improvements can be made, thereby enhancing their PPM practices.
Additionally, the authors critically examine the limitations of the identified principles and their underlying assumptions.
Recognizing the evolving needs of future organizations, they propose a pathway for the development of new PPM principles. This path aims to ensure that PPM principles remain relevant and effective in meeting the demands of organizations in the future.
As a result of this research, the authors of this PMJ article contributed to the advancement of PPM knowledge and provide practitioners with practical insights that can be applied in real-world contexts. These findings and framework serve as valuable resources for practitioners in their pursuit of successful project portfolio management.
