Overview
Sweco needed to modernise its RoSy/RAMS platform and adopt new delivery practices. emagine delivered a managed team and agile transformation, enabling a cloud-based rebuild, improved collaboration and a scalable development model for future growth.
The Challenge
Sweco is a leading European engineering and architecture consultancy, delivering solutions across infrastructure, urban development and environmental services.
One of its key software products, RoSy / RAMS (Road Assistance Management System), is used by municipalities in the Nordic region and Germany to manage roads and infrastructure assets. Over time, the platform approached end-of-life.
Originally built as an on-premise desktop application with a GIS component, the system needed to be modernised to remain relevant and support future requirements.
The organisation therefore initiated a major transformation programme. The goal was to rebuild the solution as a modern, cloud-based web platform while maintaining its core functionality and domain value.
This transformation presented several challenges. First, the rebuild required a shift in technology. Moving from a desktop-based architecture to a cloud-based web solution introduced new technical requirements, including scalability, performance and modern user experience design. Second, Sweco needed to evolve its delivery model. While the organisation had strong domain expertise and experienced developers, the new platform required more agile and iterative ways of working.
However, this needed to be balanced with an existing project-driven governance structure. Introducing agile delivery while maintaining alignment with traditional project management processes required careful coordination.
In addition, new engineering practices were required. The organisation needed to establish DevOps capabilities, including code reviews, continuous integration and continuous delivery (CI/CD), as well as modern architectural standards.
Transparency was another key requirement. Leadership needed clear visibility into roadmap progress, costs, risks and delivery performance to effectively steer the programme.
In summary, Sweco required both a technical transformation and a shift in how software was delivered – combining modern architecture with a more agile and transparent delivery model.
The Solution
To support the client’s capability development goals, emagine designed and delivered a customised Soft Skills Training Programme tailored to the organisation’s specific needs.
Phase 1: Establishing a cross-functional delivery team
A cross-functional team was assembled, including developers, a Scrum Master and a UX specialist.
This team took ownership of rebuilding the RoSy / RAMS platform while working closely with product, business and technical stakeholders to ensure alignment across the organisation.
A dedicated Service Delivery Manager provided governance, bridging traditional project structures with agile delivery.
Phase 2: Transforming ways of working through agile practices
A structured agile framework was introduced to support iterative delivery and continuous improvement.
Scrum ceremonies – including sprint planning, reviews and retrospectives – enabled teams to deliver in smaller increments and respond more effectively to changing requirements.
This created a more collaborative and adaptive development environment.
Phase 3: Modernising platform and engineering practices
The legacy RoSy / RAMS platform was rebuilt as a modern, cloud-based solution using scalable architectural principles.
At the same time, DevOps practices were introduced, including code reviews, CI/CD and quality standards.
This improved development efficiency and ensured more consistent and reliable delivery outcomes.
Phase 4: Embedding governance and delivery transparency
Structured reporting, financial forecasting and decision-making frameworks were introduced to provide full visibility into progress, risks and costs.
This governance model ensured alignment with Sweco’s broader project structures while supporting agile delivery at scale.

The Results
The transformation delivered both technical and organisational benefits for Sweco.
Modern, scalable platform foundation
The RoSy / RAMS platform was successfully transformed from a legacy desktop application into a cloud-based solution. This provides a scalable foundation for future development and innovation.
More agile and responsive delivery
The introduction of Scrum practices improved collaboration and enabled more iterative development. Teams can now respond more effectively to changing requirements and deliver value more continuously.
Improved development quality and reliability
DevOps practices such as code reviews and CI/CD resulted in more consistent and reliable delivery outcomes. This reduced errors and improved overall software quality.
Greater transparency, control and repeatability
Leadership gained clear visibility into the product roadmap, risks and delivery progress, enabling more informed decision-making. At the same time, structured financial oversight improved cost control, and the Managed Team model established a repeatable approach that can be applied to future initiatives.
